Operations
From Irving RACES/ARES Organization
Our primary purpose is to furnish communications to help protect and insure the safety and welfare of the citizens of Irving. There is also a mutual assistance agreement between all the Dallas County RACES groups.
When and Why
Irving RACES/ARES can be activated for any threatening situation or disaster, or any situation requiring our communications support, but the majority of our activation's deal with weather. We are the on-the-scene observers from which the U.S. Weather Service draws its primary information to issue warnings/alerts. When specific City defined criteria is met (weather related only), we have been given the responsibility, by the City, of notifying:
- The Fire Department to activate the City Warning Notification System
- The EOC at the Baylor Healthcare of Irving Hospital (formerly Irving Community Hospital)
- The IPD liaison located in the dispatch area
- Irving RACES/ARES station at Las Colinas Medical Center
- The Irving Emergency Management Coordinator
- Dallas County RACES
Most of these notifications will be done concurrently. The HealthCare System also has specific weather criteria that it wishes to be notified when it occurs.
We also furnish communications support for any non-profit organization, or city sponsored event, when requested to do so. Some of these events are the July 4th Parade, Trinity River Cleanup, Arts and Craft Festival,American Diabetes Walktoberfest, the Las Colinias Christmas Classic Run, Halloween Spook Patrol, and many more.
These events help us to keep our skills up and fulfill one of the membership requirements.
How and Where
Irving RACES/ARES operates under the authority of the FCC and the City of Irving Department of Emergency Management, and is structured in a pyramid style of authority delegation. Each member within the group has a specific function and duties to perform so that operations, call-ups and training sessions run as smoothly as possible, with a minimal amount of confusion.
Depending on the event which has caused our activation, we operate from a number of different locations. Each location has it's specific function and staffing requirements.
The primary duty locations are:
- RACES/ARES Emergency Operation Center
- Baylor Healthcare at Irving (Hospital) Emergency Operation Center
- Irving Police Department Dispatch
- Las Colinas Medical Center
- RACES/ARES Emergency Communications Trailer
